Proposition
To make digital inclusion (where everyone has access to and the skill to use internet/computers) a point of focus.
Nevertheless you still have people that can't even read, which is an underlying problem that prohibits people from having access to even more basic facilities.
So it goes like this in order of importance:
Analphabetism --> the insight why technical literacy is important | access to computer | skills to use computer --> knowing what the importance is of being able to use the internet | internet access | the skill to use the internet for the person's needs
