La structure n’est donc pas, non plus, décentralisée, puisque la décentralisation sous-entend aussi la présence d’une hiérarchie (quoique démultipliée). La distribution est sous-tendue par une équivalence parfaite de toutes ses entités, ses entités étant autonomes et libres de s’organiser sans aucune directive venant « d’en haut ».
