== Dissensus ? ==

Je ne retrouve pas l'article que j'avais lu sur le "dissensus", je me souviens juste que c'était un article sur la manière d'éviter la dictature de la démocratie (ce que le vote ne garanti pas nécessairement, selon le système de vote choisi)... mais ce que j'avais compris est le fait, lorsqu'on arrive pas à un consensus, de séparer les points sur lesquels on est pas d'accord des autres. On peut alors décider de laisser de côté les points litigieux ("dissensus") et de réaliser les autres sur lesquels le consensus a été atteint.

L'idée est d''''éviter d'arriver à un compromis à tout pris qui ne satisferait personne'''.

Maintenant, je n'ai peut-être rien compris au dissensus, mais j'ai bien l'idée que je viens de décrire ^^

Ceci ne propose rien qui organise le parti au dela du fonctionnement local de l'équipage. Pas de procédures de résolution de conflit, pas de procédures de nomination, de démission de révocation, pas de procédures ni d'instances de contrôle et de suivi, de recours, ... Trop léger.
Aussi tout ce qui n'est pas écrit n'existe pas en cas de distension et/ou de conflit. Du coup c'est les chefs de clan, les plus extravertis, les plus dominants, les cliques qui l'emportent vu que c'est eux qui imposeront le "compromis" (qui se traduit par mettre dehors le "nuisible").
Un système qui mène vers une structure sectaire sans plus. Et des effets qui ont déjà étés largement observés, documentés et changés dans le mouvement Pirate depuis 2006. Pourquoi toujours essayer de réinventer l'eau chaude en repassant par les mêmes chemins erronés ?

While I can understand that some see the need for a lefty flemish nationalist party, like the proposers have already told/been told, I can not imagine how such a party could be build under the Pirate flag. Pirates are neither left nor right. You can not have a rather lefty Pirate Party in Flanders because initial Flanders pirates think they are overwhelmingly lefty, and then exclude any Flemish pirate not lefty enough from the party, and it would be a laugh if then you had a predominantly righty Walloon Pirate Party excluding lefty people, and that all pirates could only be completely happy in Brussels where the party is 306 degrees and even accepts English, and Swahili if needed to understand people in some neighbourhoods.

Mentioning language problems, such as the difficulties that arise when working in any and each of three official languages at once, and saying that different parties each working with its own single language would be a much easier to handle situation, is something like trying to forget the de facto multicultural situation in Brussels and also Flanders and Wallonia. Pirates are inclusive, and in each of the three regions there are an awful lot of people that are not necessarily fluent in the one, or two, official languages.

I believe each should try to express himself in the language he best dominates trying to convey the message to the public he wants to reach, accommodating as much as FEASIBLE to whatever would be best to be understood as fluently as possible. As Pirates, this means that each should do its best to adapt to the expected audience, but also that in a bid for non-exclusion the audience should make all possible efforts to evaluate the need to listen to someone in a strange language, if needed by looking for translation services. Attempts to assure a low-effort environment by excluding anyone not talking the mothertongue of the region he happens to be in when addressing the Pirates... go against the real pirate spirit (see Pirate Codex).

Excluding people from participation because of their inability to speak one language or another... is plain discrimination, no matter with how much sugar and excuses you try to argue. Not to be tolerated under the Pirate flag.

The cited precedent of the Catalan Pirate Party, while obviously there for the superficial observer to instrumentalize, is far from being consolidated. The irregularities committed at the 2012 PPI General Assembly have the Swiss Pirate Party still threatening to sue the CoA and the PPI before the ordinary courts of Justice, and the PPI bureaucracy rudely playing stalling tactics to leave everything on the table until the next General Assembly, leaving the PPI without a properly working Court of Arbitration until then.

By all existing rules... the Catalan Pirate Party should not have been admitted as a full member of the PPI at the 2012 PPI GA in Prague, and as soon as PPI resumes working coherently they will loose this full member status and responsibilities and liabilities incurred in tolerating this awkward state of affairs in PPI will have consequences.

=> Eéntaligheid kan sinds altijd al binnen de PPBe. Ook hier, kijk eens naar de forums, mailing lists en andere communicaties in vlaanderen en wallonië ? Zijn die egnels- of drietalig ? En wat met onze internationale makkers, ook Piraten. Allemaal de boom in en die meten maar Nederlands en/of Frans leren ? Exit cosmopolitisme ? Ook hier lijkt er opnieuw iemand een aantal dingen niet terdegelijk begrepen te hebben.

[NL] Mensen die Vlaams-nationalistisch zijn, maar zich langs de linkerzijde bevinden, kunnen hier terecht. Deze zitten nu ofwel bij N-VA voor het Vlaams-nationale of bij sp.a/Groen voor het linkse.
=> Mensen die Vlaams-nationalistisch zijn die hebben hun stamkroeg al gevonden. Als laatkomer zal de Piratenpartij zich daar nooit of te nimmer nog een plaats in maken (om te beginnen). Naast dit alles is de partij reeds confederaal ingricht dus is de partij in zijn opzet reeds die dat de vlaams-nationalisten willen voor België morgen. Daarme is de kous ook af. Een standpunt en beslissing die reeds op nivo v/d partij werd genomen in 2009. De PPBe wordt niet de 9de of 10de coalitiepartij inzake dit gedoe.

[NL] Ik vermoed dat dit voorstel niet op veel gejuich zal onthaald worden in Wallonië door het ‘separatistische’ karakter ervan. Maar mijn mening is dat er nood is aan een linkse Vlaams-nationale partij. En volgens mij kan de PP-Vlaanderen deze ontbrekende partij worden.
=> Er is geen nood, alles is reeds gevuld zowel links als rechts op dit vlak. Indien die nood er is dan werd die hier zeker niet duidelijk gemaakt. Lijkt erder op een persoonlijke natte droom op dit ogenblik.

[NL] Voorbeelden van zulke splitsing vinden we over de hele wereld terug. Catalonië is tegenwoordig zelfs officieel erkend door de PPI.
=> Fout. Catalonië binne de PPI is een probleemgeval en werd als "lid" binnengestemd door een last minute forceerbeweging. Dit kwam tot op een punt dat de zwitserse piratenpartij de PPI voor justitie (in België) ging vervolgen. De rest van het verhaal heeft Antonio reeds uit de doeken gedaan. De Catalanen zijn dus zeker geen volwaardig lid van de PPI en zullen dit waarschijnlijk ook niet worden. Teveel PPI leden zijn er tegen en zien er het nut niet van in. en nu zeker nog minde nadat ze dit er probeerden door te forceren dmv een soort "staatsgreep". Andere natte droom.

En ja, zeker geen gejuich. Met zo'n visie zit je bij de PPBe waarschijnlijk bij de verkeerde partij. Vlaams-Nationalisme is voor ons reeds het verleden. Iets dat, ik herhaal, je reds aan de partijstructuur kan zien. Maar die ken je duidelijk niet.

Les obligations financières en ce qui concerne les élections communales dans la Région de Bruxelles-Capitale sont principalement contenues dans une loi du 7 juillet 1994 ([http://www.ejustice.just.fgov.be/cgi_loi/change_lg.pl?language=fr&la=F&cn=1994070734&table_name=loi loi relative à la limitation et au contrôle des dépenses électorales engagées pour les élections des conseils provinciaux, communaux et de districts et pour l’élection directe des conseils de l’aide sociale]).

Elles s’adressent aux « partis politiques », aux '''têtes de listes''' et à '''chacun des candidats'''.

Pour cette loi, un « parti politique » est une association de personnes physiques qui participe aux élections communales, qui présente des candidats aux mandats de conseiller communal et qui tente d’influencer l’expression de la volonté populaire de la manière définie dans ses statuts ou son programme.

Toutes les dépenses faites par le Parti pirate en faveur des listes et des candidats bruxellois doivent être comptabilisées par ces listes et candidats, car le Parti pirate n’est pas représenté au Parlement bruxellois (il n’a pas de numéro de liste régional et de sigle protégé en application des articles 22''bis'' et 23 du Code électoral communal bruxellois). Pour les dépenses électorales, il est donc considéré comme un tiers et pas comme un parti politique national.

Paul speaks Dutch and English AND lives in Wallonia (Tournai now, soon Namur). Working in Brussels and staying in the city to avoid the commuters hell does not makes one less suited for the job. Paul has been elected based on his proposed program for the upcoming 12 months; develop crews in Wallonia.

Marouan lives in Brussels and is part of the Brussels crew(s). As such he is surrounded by people who both master Dutch and English (and more).

Hence here some facts:

Fact 1: Even if Brussels is the capital of Flanders and knowing most Flemish parties claim Brussels is Flemish territory, the first and most used language in the city remains French. Followed by English. Knowing the most registered boy's name over here is Mohamed it wouldn't be a surprise one day the second most talked language over here becomes arab. As such Marouan's passive knowledge of the English language isn't a problem nor an obstacle (and if arab becomes the second language then having Marouan will be an asset). Experience learned us that in Brussels it's quite exceptional to receive requests from Dutch or English speaking groups/press.

Fact 2: Regarding Federal communication(s) the party has a translation squad/group/team. Those gents are doing a very good job translating texts when needed. Only federal communications are issued by the coreteam (as an entity) and as such the coreteam has the needed language skills (NL/FR/EN/...) on board.
Also, has been decided in the past that local/regional communication using the local language is very OK and even better (preferred on English). As such Paul and Marouan, mastering French, are fit for the job. As is Jonas for Flanders.

Fact 3: English is useful to manage international communication. We too can have our "ambassador diplomats" (and should have them) in charge of international relations (this too is quite a full time job).

FACT 4: 1+1=3. This means "united we stand". Everyone has stronger and weaker points, as a group we are performing better. This principle should be understood and be fairly obvious for open source advocates or Pirates claiming participation and co-operation as being part of their core values framework.

FACT 5: Even if the Belgian Pirate Party decided to use English as a vehicle for global communication this doesn't mean the Pirate Party decided it would be it's program to start DISCRIMINATING people based on their origins, culture, means, knowledge or skills. As such the PPBe always said "use EN if possible and if you want to be heard and understood by all. BUT you are free to use WHATEVER language to communicate". We should be very very careful when trying to put up "hard rules" going down that path.

SUGGESTION: Even if I understand the intent and perceived problem raised I can't understand why people are explicitly called by name. All of this providing wrong or let's say at least distorted information. This is quite an unfair approach which looks like a trial of intent. It might be a good idea to formulate the main idea(s) and leave out the finger pointing if you want to get receive support for your proposal.

Jonas' counter proposal already looks lots better. The "have to" became "should" (best case scenario).

I like the proposal and would support it if it wouldn't state we should exclude or leave empty seats.
Where exactly is this right to exclude derived from and what makes it stand if you have both candidates for a seat and people wanting to vote for them ?

What about establishing a quorum?
Example : Let's suppose a French speaking only candidate nobody knows about goes for the Flemish co-president seat. Without a quorum this person would be elected. whatever happens at voting time. Now, if the voting rule states that 51% or 75% of the voters have to have voted for that person then for sure that person wouldn't reach the threshold level. Which in turn means this person wouldn't be elected and the seat will stay empty.

Don't forget, it's all about people's support and voice. Not about whatever regulated perceived origins, culture, means, place of living, knowledge or skills (which is a horrible trap!). If we have a good "job description" for all of our positions this could be used as a "checklist" at time of evaluating candidates during the G.A. Up to the members to do their homework and ask the right questions.

This principle should be understood and be fairly obvious for open source advocates or Pirates claiming participation and co-operation as being part of their core values framework.

FACT 5: Even if the Belgian Pirate Party decided to use English as a vehicle for global communication this doesn't mean the Pirate Party decided it would be it's program to start DISCRIMINATING people based on their origins, culture, means, knowledge or skills. As such the PPBe always said "use EN if possible and if you want to be heard and understood by all. BUT you are free to use WHATEVER language to communicate". We should be very very careful when trying to put up "hard rules" going down that path.

SUGGESTION: Even if I understand the intent and perceived problem raised I can't understand why people are explicitly called by name. All of this providing wrong or let's say at least distorted information. This is quite an unfair approach which looks like a trial of intent. It might be a good idea to formulate the main idea(s) and leave out the finger pointing if you want to get receive support for your proposal.

Jonas' counter proposal already looks lots better. The "have to" became "should" (best case scenario).

In the aftermath of the European elections of June 2009 the Belgian Pirate Party adventure started in July 2009. A party allergic to partycracy, fostering lateral power and horizontal workings, promoting real participative democracy. Lots of thinking happened since then. Lots of at times difficult but always interesting discussions too. Hard and persistent work with few people have been done since 2009. Even being a strange beast in the Belgian political landscape the Pirate Party grew stronger as more people joined. Even being still ill known by our fellow citizens we are already being recognized by several Belgian political leaders and parties as the possible next wave to come. This makes me very happy.<br /><br />
Having been on the deck, having hold the wheel of the ship for more than two years, time has now come to hand over deck and wheel of the ship we've built. I've never felt like being a 'president for life' of the party. Even less knowing my allergy for particracy and little personal often hidden agendas. Move in, move out, seats only have to be occupied as long as they need to be. At the other hand new blood is always good! To refresh, to renew, to evolve a structure has to revolve.<br />
In it's current state the party is still fragile, brittle. We've learned a lot during those two and a half past years. We have had to modify our opinions, positions and ways of doing several times. We've learned there's a difference between the "we coulds", the "we shoulds", the "it has'" when confronted to hard (belgian) reality and working on the field. A very useful experience I'd like to continue to share.<br />
This is the reason why I think I should stay on the deck for one more turn. When exploring the waters leading to Terra Incognita, using unknown routes, one might expect to encounter sand banks, submarine cliffs and stormy weather. In those times I'd like to be there to share my knowledge, experience and presence.<br /><br />

In the aftermath of the European elections of June 2009 the Belgian Pirate Party adventure started in July 2009. I, among others like Monika an Marouan felt the time has come to start a new political party. We had to build a party which implements a 21th century vision and way of doing things. A party of and for the current and new generations, a party for the future, a party thinking globally and acting locally. A party allergic to partycracy, fostering lateral power and horizontal workings, promoting real participative democracy. It seemed fairly natural to us to join the worldwide Pirate movement.<br /><br />
Lots of thinking happened since then. Lots of at times difficult but always interesting discussions too. Hard and persistent work with few people have been done since 2009. Even being a strange beast in the Belgian political landscape the Pirate Party grew stronger as more people joined. Even being still ill known by our fellow citizens we are already being recognized by several Belgian political leaders and parties as the possible next wave to come. This makes me very happy.<br /><br />
Having been on the deck, having hold the wheel of the ship for more than two years, time has now come to hand over deck and wheel of the ship we've built. I've never felt like being a 'president for life' of the party. Even less knowing my allergy for particracy and little personal often hidden agendas. Move in, move out, seats only have to be occupied as long as they need to be. At the other hand new blood is always good! To refresh, to renew, to evolve a structure has to revolve.<br />
In it's current state the party is still fragile, brittle. We've learned a lot during those two and a half past years. We have had to modify our opinions, positions and ways of doing several times. We've learned there's a difference between the "we coulds", the "we shoulds", the "it has'" when confronted to hard (belgian) reality and working on the field. A very useful experience I'd like to continue to share.<br />
This is the reason why I think I should stay on the deck for one more turn. When exploring the waters leading to Terra Incognita, using unknown routes, one might expect to encounter sand banks, submarine cliffs and stormy weather. In those times I'd like to be there to share my knowledge, experience and presence.
