Pour cette réunin, Lio fera office de président et Nico de secrétaire.

Ce premier compte-rendu est brouillon mais est le reflet d'une réunion qui n'avait que pour seul objectif de se rencontrer et de partager ses expériences et ces idées sur le PP. C'est une prémière réunion, qui nétait donc pas structurée.

* Gauthier : présent car touché par les sujets comme Hadopi, nouvelles technologies, etc. Réflexion importante à faire.
* Nico : présent car partage beaucoup d'idée du PP. Apprécié le pragmatisme plutôt que l'idéologie.

== Présentation des idées du PP ==

Lio présente les principes de base du PP en se basant sur la [http://falkvinge.net/2011/11/26/the-pirate-wheel-revisited-as-broad-ideology/ roue des pirates] de Rick Falkvinge. Les huit points sont présentés.

Marouane précise plusieurs points selon son propre point de vue en se distancant de ce propose Rick :
* Il ne s'agit pas de rendre seulement le ''contrôle'' des pouvoirs publics aux citoyens, mais bien la ''construction'' des lois.
* Il y a une rupture épistémologique par rapport le paradigme actuel.
* Le programme du PP est sa démarche elle-même.
* Pour info, la roue des pirates est dévelopée par Rick Falkvinge après 2009 et après les débuts du PP en Suède.
* L'accent doit être mis sur le Liquid Feedback et la démocratie participative.

== Objectifs du Crew BW ==

* Un consensus se dégage pour dire que le crew BW doit être un lieu de réflexion, de partage de connaissance : il faut conscientiser les gens sur les enjeux des nouvelles technologies. Son but doit être de répandre et de partager les idées du PP à travers la population. Cela passe sans aucun doute par le développement d'un réseau en BW.
* Stratégie électorale : le PPbe souhaite que n'importe quel Belge puisse voter PP aux prochaines élections. Cela signifie d'être présent sur les listes provinciales. Ceci représenterait un vrai sondage sur le PP en Belgique. Être présent sur les listes provinciales implique deux listes : une à Wavre et une à Nivelles. L'équipe BW se dit pas encore prête à cela. Ceci sera discuté lors des prochaines réunions.
* Une autre mission du PPBW doit aussi être de donner la possibilité à qui le souhaite de rentrer en contact avec le PP (BW). Point de contact et temps de contact.

Remarques complémentaires :
* Val demande quelle pourrait être une raison de voter PP aux communales ou aux provinciales. La réponse collégiale reprend l'idée de la transparence à mettre en oeuvre, même au plus bas niveau. Marouane dit que de toute façon, nous n'avons pas de programme. Notre programme, c'est notre démarche...
* Marouane insiste sur la régularité des réunions du Crew BW.

Hallo allemaal,

Punt 1 & 2:

Een Vlaamse/Nederlandstalige samen werking lijkt mij OK. Voor mij horen daar in principe niet alleen Nederlandstalige Brusselaars maar ook Nederlandstalige Walen bij. Volgens mij hebben we een voldoende programma. Namelijk het internationale programma en liquid feedback voor de rest.

Punt 3:

We hebben zeker een nationaal programma nodig. Vooral vormelijk is het huidig programma een zooitje. Je hebt mijns inziens geen argumenten nodig om iets ter discussie te stellen. Alles is fluid.

Punt 4:

Ik wens je alle gelukt toe in de Belgische Crew. Maar door de grote overmacht van Brussel bestaat er wel heel duidelijk het gevaar dat Nationaal volkomen irrelevant gaat worden. Ik hoop dat de squads er in slagen om de technische zaken en dergelijk nu beter op te nemen.

Punt 5

Liquid feedback is wat mij betreft nu in test. Ik zou er voor de moment nog geen te harde conclusies trekken uit de resultaten.

1) persconferentie: superidee. Nodig Brussel ook uit om mee te werken, met de vermelding dat de persconferentie in het Nederlands zal zijn. In Brussel zijn ook Vlamingen (Nofel en Line bijvoorbeeld) Ik ga er mee akkoord dat het geen goed plan is om een meertalige persconferentie te organiseren. Zorg wel dat we dan éérst een programma hebben!

2) voor een programma van de gemeenten hetzelfde. Iedere gemeente mocht een eigen programma opstellen en als Leuven, Gent en Antwerpen beslissen dat samen te doen, dan is dat super. Ik zou wel zo netjes zijn om Brussel uit te nodigen, met de vermelding dat het programma wel snel en in het Nederlands zal gemaakt worden. Op die manier kan je niet opgehouden worden door Brussel maar laat je het aan hen om de samenwerking te laten werken.

3) naar mijn mening hebben we ook een nationaal programma nodig (los van die van de gemeenten) en ik zou graag zien dat daar nu al aan begonnen wordt. (Sommige punten zitten al in liquid feedback). Dit moet inderdaad in het Engels en wordt dan achteraf bijvoorbeeld doorgegeven naar de vertaal-squad die er goede vertalingen van maakt. Dat we geen gemeenschappelijk programma over de taalgrens hebben sluit niet uit dat we al een partij zijn die over de taalgrens loopt. Vragen van de pers ga je niet ontlopen door geen programma te hebben. Bovendien is dat communautaire standpunt is 3 jaar geleden al ingenomen. Niet akkoord: gooi het op liquid feedback. Dat communautaire puntje in het programma is waarschijnlijk degene waar het meeste over gediscussieerd geweest is destijds.

Differences are normal and we should be able to accept them and live with them, all of us together. We do not subscribe to the diktat of the majority. We want respect for ALL minorities.

Er is een programma gemaakt en bediscussieerd door de partij. Dat de partij nu voor een groot deel bestaat uit mensen die er toen niet waren verandert daar niets aan. Dat het kiezers gaat afschrikken ook niet. Je kunt wel perfect het punt ter discussie stellen door te zeggen dat de partij nu goeddeels uit nieuwe mensen bestaat.

4) Vroeger was de nationale crew inderdaad volledig Brussels, maar ook nu is dat niet veel veranderd ;) Zowel Nofel, Line, Paul als Marouan zijn Brusselaars. Ik ben de enige uitzondering. Dat Paul opkwam als co-president van Wallonië was eigenlijk een zwaktebod voor het feit dat er geen Waalse Crew meer is.

5) Ik zou als je gemeenschappelijk wil werken tussen de gemeentes wel graag zien dat het minstens in liquid feedback gestemd wordt. Het zou zonde zijn als het gemeenschappelijk programma uiteindelijk enkel een Antwerps programma blijkt te zijn. Bovendien is die directe democratie meteen een sterk punt dat je kunt verkopen aan de kiezer! In die zin ben ik het helemaal eens met Christophe. Dat halverwege een face-to-face georganiseerd wordt lijkt me daar niet mee in tegenspraak, beide vullen elkaar net perfect aan.

Aangezien dit onderwerp nog wel een paar keer ter sprake zal komen, hier mijn argumentatie om enkel voor de Vlaamse crews te opteren in al deze initiatieven (brief, persconferentie, congres, ...):

Slechts in 1 taal hoeven werken is héél veel eenvoudiger. Het ontwikkelen van een gemeenschappelijk programma lijkt me bijzonder moeilijk om doen als we gedwongen worden om simultaan te vertalen of het "zwaktebod" Engels te gebruiken. Merk op dat Engels een heleboel mensen gewoon zou uitsluiten (incl veel Franstaligen). Kan je je voorstellen dat niet alle addendums door iedereen begrepen worden of dat we van elke versie 2 of 3 vertalingen moeten hebben? Laat staan dat er dan mensen van Namen ofzo moeten komen, waardoor we het meteen weer in een relatief onbekende omgeving (Brussel) moeten organiseren.
Het is niet 2x of 3x eenvoudiger, maar ik vermoed een factor 5. We hebben hier eenvoudigweg (nog) niet de mankracht of geld voor. Kijk naar bijvoorbeeld de G1000 om te zien hoe complex en kostelijk zoiets is...
De politieke realiteit lijkt me in Brussel heel anders te zijn dan in Vlaanderen. Wallonië kan ik niet echt inschatten. Dit betekent automatisch een verwatering of een "voor iedereen iets" aanpak. Het aantal gemeenschappelijke prioriteiten in Antwerpen/Gent/Leuven zal wellicht dichter bij elkaar liggen, resulterend in een strakker programma.
Het zijn ook geen federale verkiezingen, de oefening kan in 2014 altijd nog eens opnieuw gedaan worden hé.
Voor zover ik het kan zien, is de "Brussels crew" gelijk aan de "nationale" crew plus Jonas en Paul. Nagenoeg al hun officiële meetings waren voorbereidingen voor de nationale activiteiten. Dat lijkt me behoorlijk problematisch om evenwichtig te kunnen werken als "steden". Dit zou echt wel gesplitst moeten worden in Brussel en België voor het een optie wordt.
Door met een "nationaal" programma te komen, maak je meteen een communotair statement:

In ieder geval, ik wil allerlei dingen organiseren en vooruit duwen, maar niet als ze nodeloos complex worden gemaakt. Mijn uitnodiging is erg eenvoudig, meteen moeten samenwerken met Brussel/Nationaal is dat niet.

Trouwens, Christophe, dat is ook een eerste reden waarom ik niet meteen op Liquid Feedback zou werken. De tweede reden is de voorkeur om met een unconference te starten. De derde reden is dat we mss best eerst upgraden naar LF 2.0.

In ieder geval: het is dus primair voor de pers, wat betekent dat een weekendavond geen goed plan is (zelfs een weekavond is een risico: meeste persconferenties gebeuren in de voormiddag!). Beste Piraten,

Maandag spoelt al heel wat nare gevoelens weg en kondigt nieuwe avonturen aan. Ik zou jullie graag enthousiast maken voor de volgende twee initiatieven:

Persconferentie
Tegen het einde van april zouden we graag in ieder geval onze lokale partij voorstellen op een heuse persconferentie. Helemaal fantastisch zou zijn om dat samen met Gent en Leuven te doen. Datum en locatie zouden kunnen zijn: woensdag 25 april, op de Likamboté te Mechelen (is beschikbaar). Deze locatie is uiteraard symbolisch, maar het zou mogelijk een aanzet voor een Mechelse crew kunnen vormen. Wat is er voor nodig?-

Formele goesting/akkoord van Gent en Leuven om mee te doen.
Keuze tussen een "droge" persconferentie in de voormiddag of (mijn voorkeur) een persconferentie+ledenwerving event 's avonds. Dat zou ons in de vrijdagkrant of de weekendedities werpen.
Ontwikkeling van de inhoud, aankondiging, etc. Voor mij draait de "pitch" rond onze splinternieuwe opkomst in de Vlaamse steden, gericht dus op lokale issues. In het Nederlands dus.
Uitnodigingslijsten! Pers lukt nog wel, maar in dit geval zou ik bijvoorbeeld ook sterk naar ledenlijsten willen kijken en bijvoorbeeld een sterke social media campagne opzetten. Max is ongeveer 250 mensen (overdekt), meer als het goed weer is (terras boven!).
Budget. Ik verwacht hier ongeveer 500 € in totaal voor nodig te hebben, al moet er nog onderhandeld worden met de eigenaar, die overigens graag een leuke prijs wou maken. (Koen, Pieter en David, jullie krijgen de communicatie met de eigenaar in cc te zien, maar gelieve via mij te werken als je opmerkingen hebt...)

Merk op dat de timing doelbewust is gekozen in de week na de aankondiging van de NVA van hun lijsten. Dat betekent dat de verkiezingen écht wel ingekickt zullen worden én dat er een duidelijk beeld van de Antwerpse situatie voorhanden is.

Lokaal partijprogramma
Reeds een aantal keren hoorde ik de zucht over de nood om een partijprogramma te ontwikkelen. Daarbij lijkt er heel veel interesse te zijn om dit op een collaboratieve wijze te doen. Daarnaast is er de opmerkelijke vaststelling dat zowel Berlijn als Saarland eigenlijk een heel apart programma hebben ontwikkeld. Vergelijk maar eens hun lokale initiatieven met het "officiële" partijprogramma. Dag en nacht bijna! Voorstel: let's do this.

Praktisch stel ik het volgende voor:

Ook hier weer de uitnodiging voor Gent en Leuven om mee te doen.
Een "face-to-face" opstart van het programma. Hierbij stel ik met veel enthousiasme een zogenaamde unconference als werkvorm voor. Dit heeft verschillende voordelen:
- Er kunnen veel mensen meedoen (gemakkelijk tot 100 mensen), dus erg engagerend voor onze leden.
- Er is een "natuurlijke selectie" van de relevante onderwerpen, dus niemand kan domineren met persoonlijke stokpaardjes waar weinig interesse in is.
- Het is heel duidelijk "practice what you preach".
- Het is een erg menselijke start, wat hopelijk voor een zekere "zachtheid" en vertrouwen kan zorgen.
De resultaten van de unconference zou ik dan laten dienen als "seed" voor een online proces. Dit kan in LF, of (zoals Saarland) op Piratenpads of nog een andere online collaboratie-systeem (wiki/...).
Op het einde van het proces moet er sowieso een beslissingsproces hangen, met stemmen dus. Wie mag stemmen zal vooraf duidelijk bepaald moeten zijn.
Hyperlokale accenten (verschillen tussen Antwerpen/Gent/Leuven) zijn, mits wat handigheid wellicht wel mogelijk in het proces te verwerken.

Omdat de lokatie en organisatie van zo'n unconference iets minder triviaal is, stel ik voor om einde mei te mikken. Het klinkt misschien gek om dat na de persconferentiet te doen, maar is het niet: gezien de complexiteit is de timing moeilijk voorspelbaar én het net de bedoeling is om het ook als "attractor" voor nieuwe leden of zelfs crews te gebruiken.

Voila. Dat is het. In eerste instantie zou ik graag weten of Gent en/of Leuven met de persconferentie en/of zo'n programma-ontwikkeling willen meedoen? De rest wijst zichzelf wel uit ;-)

**De penningmeester heeft een zeer belangrijke functie binnen een structuur. In the aftermath of the European elections of June 2009 the Belgian Pirate Party adventure started in July 2009. I, among others like Monika an Marouan felt the time has come to start a new political party. We had to build a party which implements a 21th century vision and way of doing things. A party of and for the current and new generations, a party for the future, a party thinking globally and acting locally. A party allergic to partycracy, fostering lateral power and horizontal workings, promoting real participative democracy. It seemed fairly natural to us to join the worldwide Pirate movement.<br /><br />
Lots of thinking happened since then. Lots of at times difficult but always interesting discussions too. Hard and persistent work with few people have been done since 2009. Even being a strange beast in the Belgian political landscape the Pirate Party grew stronger as more people joined. Even being still ill known by our fellow citizens we are already being recognized by several Belgian political leaders and parties as the possible next wave to come. This makes me very happy.<br /><br />
Having been on the deck, having hold the wheel of the ship for more than two years, time has now come to hand over deck and wheel of the ship we've built. I've never felt like being a 'president for life' of the party. Even less knowing my allergy for particracy and little personal often hidden agendas. Move in, move out, seats only have to be occupied as long as they need to be. At the other hand new blood is always good! To refresh, to renew, to evolve a structure has to revolve.<br />
In it's current state the party is still fragile, brittle. We've learned a lot during those two and a half past years. We have had to modify our opinions, positions and ways of doing several times. We've learned there's a difference between the "we coulds", the "we shoulds", the "it has'" when confronted to hard (belgian) reality and working on the field. A very useful experience I'd like to continue to share.<br />
This is the reason why I think I should stay on the deck for one more turn. When exploring the waters leading to Terra Incognita, using unknown routes, one might expect to encounter sand banks, submarine cliffs and stormy weather. In those times I'd like to be there to share my knowledge, experience and presence.<br /><br />

== Introduction ==

The crew that's currently running Pirate Party Ghent is currently unnamed. It's a bunch of local guys coming together and see what they can do. It's still in an early stage but we hope new crews will pop-up over time.

== Mailing list ==

We have a mailing list for the ghent crew. You can subscribe or unsubscribe at http://nl.pirateparty.be/content/mailing-list-piratenpartij-vlaanderen-inschrijven. Be sure to subscribe to the one that says "Inschrijven op de mailing list van de Gentse Piraten" :-).

== Meetings ==

We currently meet in [http://0x20.be/Whitespace hackerspace whitespace], every tuesday evening, weekly. ''Note:'' the hackerspace itself is not involved in the pirate party, but they are kind enough to allow us to hang out there :-) for which thanks.

=== When ===

We meet at 20:00. The hackerspace is in an old factory building converted into offices/atelier/storage rooms for rent. Go up the blue stairs when you get in, and to the end of the corridor, room 1.21.

=== Getting in ===

The place has a large white entrance gate, if closed (closes at 20:05 automatically), call '''0484 73 95 88''' (new number since 21/2/12), let it ring once, and the gate will open. (only on Tuesdays). So bring your phone, and put that number in there!
For now, this system is down. But there is a paper on the gate with the number of one of the members inside, whom can open the gate :)
