== Introduction ==&lt;br /&gt;
&lt;br /&gt;
Ce document a pour objectif de décrire la démarche et la structure du Parti Pirate de Belgique.&lt;br /&gt;
&lt;br /&gt;
La démarche est pensée comme &#039;&#039;&#039;une vague&#039;&#039;&#039; : &lt;br /&gt;
&lt;br /&gt;
*comme une vague, &#039;&#039;&#039;elle progresse de façon horizontale&#039;&#039;&#039;. C’est-à-dire ni du haut vers le bas (up-bottom) : ce n’est pas un petit groupe de gens qui va, du haut de son excellence ou de son expertise, dire comment il faut que ça marche. De même, aucune illusion, en terme d’efficacité, à se faire sur le bottom-up : différents Mouvements (Indignados en Europe, Occupy Wall Street aux USA, Mouvement du 20 février au Maroc, Takriz en Tunisie) se sont épuisés à force de se bercer – et de faire vivre – de cette illusion. &lt;br /&gt;
*comme une vague, &#039;&#039;&#039;elle est auto alimentée&#039;&#039;&#039;. C’est-à-dire que le projet ne tirera sa force que…du projet. C’est ce que les Pirates feront du Parti qui déterminera ce qu’est le Parti. L’impulsion ne vient de nulle part ailleurs. Si la critique est nécessaire au Parti, la critique constructive est plus appréciable et sera plus appréciée.&lt;br /&gt;
*enfin, a toute vague, comme en toutes choses, &#039;&#039;&#039;de l’écume&#039;&#039;&#039;, comme dirait Boris Vian. Ce qui veut dire que cette aventure va générer une multitude de petits problèmes qu’il s’agira de ne pas négliger.&lt;br /&gt;
&lt;br /&gt;
La structure du Parti est celle d’&#039;&#039;&#039;un réseau distribué&#039;&#039;&#039; : &lt;br /&gt;
&lt;br /&gt;
Les membres d’un réseau distribué sont &#039;&#039;&#039;autonomes&#039;&#039;&#039;, &#039;&#039;&#039;libres&#039;&#039;&#039; d&#039;agir et de contribuer (et donc aussi de se retirer, de ne pas participer), et ne sont &#039;&#039;&#039;pas soumis ni contrôlés par une autorité hiérarchique&#039;&#039;&#039;.&lt;br /&gt;
&lt;br /&gt;
Pour que naissent ce type de relation entre individus dans un réseau distribué, les membres du réseau doivent être considérés comme &#039;&#039;&#039;équipotentiels&#039;&#039;&#039;, c’est-à-dire que chacun dispose des mêmes capacités de participer, du militant occasionnel aux responsables actifs, et que tous dispose de la même capacité de contribuer, sans sélection préalable (si ce n’est celle d’être membre du réseau...cela va de soi, mais ça va mieux en le disant). Les membres du réseau  sont &#039;&#039;&#039;unis autour d&#039;un projet commun&#039;&#039;&#039;, « un objet ». En l’occurrence, la défense des trois priorités des Pirates et la promotion de la vision du monde qui en découle.&lt;br /&gt;
&lt;br /&gt;
La cohésion d’un réseau distribué tient pour une bonne part dans l’&#039;&#039;&#039;holoptisme&#039;&#039;&#039;, c’est-à-dire la capacité de chaque membre de voir le tout, aussi bien horizontalement (avec les autres membres) que le système dans son entièreté. C’est le &#039;&#039;&#039;contraire de la situation d’un système hiérarchique&#039;&#039;&#039;, où la capacité de voir le système dans son ensemble est réservée à la hiérarchie (on parle dans ce cas de panoptisme). &lt;br /&gt;
&lt;br /&gt;
La force d’une organisation politique en réseau distribué tient donc dans la souplesse des structures, l’absence de hiérarchie et une autorité mouvante.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Le pouvoir est dans la structure et ce pouvoir n’est pas « représentatif », il n’y a pas de délégation de pouvoirs.&#039;&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
== Overview ==&lt;br /&gt;
&lt;br /&gt;
Le membre du Parti Pirate est au cœur d’un réseau distribué d’organes constitutifs. Il participe à tous les « nœuds », ou plutôt, il a la « possibilité » de participer à tous les nœuds. &lt;br /&gt;
&lt;br /&gt;
*Par défaut, tous les membres du Parti intègrent un &amp;lt;ins&amp;gt;&#039;&#039;&#039;Crew&#039;&#039;&#039;&amp;lt;/ins&amp;gt;&lt;br /&gt;
*S’ils le souhaitent, tous les membres du Parti peuvent intégrer une ou plusieurs &#039;&#039;&#039;Escouade(s)&#039;&#039;&#039;&lt;br /&gt;
*Une &#039;&#039;&#039;Coreteam&#039;&#039;&#039; coordonne la formation, le développement,, l’action et la production des Equipages et des Escouades.&lt;br /&gt;
*Une association, &#039;&#039;&#039;« The Black Pearl »&#039;&#039;&#039;, assure le financement et la gestion administrative et logistique du Projet Pirate.&lt;br /&gt;
&lt;br /&gt;
== Les Equipages (Crew) ==&lt;br /&gt;
C’est l’unité de base du Parti Pirate. &lt;br /&gt;
&lt;br /&gt;
Son objectif, en tant que principe d’organisation, est d’impliquer TOUS les Pirates dans TOUS les rouages du Parti.&lt;br /&gt;
&lt;br /&gt;
Définition : Un Crew est une entité auto-organisée et locale du Parti Pirate. Il sert aux nouveaux Pirates, membres du Parti, à rejoindre un réseau de connaissances et à faire leurs premiers pas dans la politique. Les Pirates s’organisent et travaillent comme ils le veulent, tant qu’ils rencontrent l’ensemble des critères de validité suivants et qu’ils accomplissent régulièrement leurs devoirs.&lt;br /&gt;
&lt;br /&gt;
=== Critères de validité ===&lt;br /&gt;
*Un Pirate ne peut rejoindre et/ou former qu’un seul Crew&lt;br /&gt;
*Un Crew est composé de cinq à neuf Pirates. Sept Pirates est l&#039;idéal : à sept, il est possible de s’asseoir autour d’une table pour avoir une conversation sérieuse. Au-delà de neuf, le Crew doit se scinder en deux nouveaux groupes. Si le Crew se réduit à moins de cinq Pirates, ceux-ci doivent rejoindre un autre Crew ou trouver de nouveaux Pirates.&lt;br /&gt;
*Un Crew est nécessairement composé de Pirates des deux genres.&lt;br /&gt;
*Le Crew doit organiser au moins deux Meetups par mois et au moins deux réunions de travail par mois.&lt;br /&gt;
*Les décisions se prennent au consensus. Le vote doit être utilisé de façon exceptionnelle car c’est le signe d’un échec des discussions. Dans ce cas, ce fait doit être consigné dans le procès-verbal de la réunion de travail concernée.&lt;br /&gt;

== Les Escouades (Squad)==&lt;br /&gt;
C’est l’&amp;lt;ins&amp;gt;unité de production&amp;lt;/ins&amp;gt; du Parti.&lt;br /&gt;
&lt;br /&gt;
Comme les Crew sont des « lieux de socialisation », les Squad sont des « lieux de travail ». C’est en leur sein que s’effectue la production politique proprement dite (rapports, actions, études, propositions, plans d’actions,…).&lt;br /&gt;
&lt;br /&gt;
Définition : Une Escouade est un groupe de travail duquel est issu l’ensemble des décisions/positions/actions du Parti. L’Escouade formalise les impulsions/initiatives/idées fournies par les Pirates.&lt;br /&gt;
&lt;br /&gt;
=== Critères de validité ===&lt;br /&gt;
*Un Squad s’établit autour d’une thématique, d’un projet ou d’une urgence (Voir plus bas)&lt;br /&gt;
*Un Squad est composé de Pirates de Crew différents. Au minimum, le Squad est composé de deux Pirates (de deux Crew différents). Un Squad ne peut contenir plus de deux Pirates d’un même Crew.&lt;br /&gt;
*Un Pirate peut faire partie d’autant de Squad qu’il le souhaite (mais, rappelons le, d’un seul Crew)&lt;br /&gt;
*Les seules conditions pour rejoindre un Squad sont l’intention et la capacité de participer.&lt;br /&gt;
*Les décisions se prennent au consensus. Le vote doit être utilisé de façon exceptionnelle car c’est le signe d’un échec des discussions. Dans ce cas, ce fait doit être consigné dans le procès-verbal de la réunion de travail concernée.&lt;br /&gt;
*Un Squad tient à jour un point central d’informations (page wiki, mailing list,…). La transparence des procédures de production est la condition indispensable à la légitimité des travaux d’un Squad.&lt;br /&gt;
&lt;br /&gt;
=== Typologie &amp;amp; Devoirs ===&lt;br /&gt;
*&#039;&#039;&#039;Thematic Squad&#039;&#039;&#039; : ce sont les groupes de travail thématique. Agriculture, éducation, santé,…C’est en leur sein que se fabriquent les positions, décisions, études, rapports, etc… qui serviront au Parti. Les deux critères essentiels de validité sont le « sourcing » et la transparence. Le premier critère impose que, comme sur Wikipedia, tout élément de proposition et/ou d’argumentation doit être appuyé d’une documentation. Le deuxième critère stipule que ladite documentation doit être accessible à tous. Raison pour laquelle toute la production du Parti passera par [[Liquid Feedback]].&lt;br /&gt;
*&#039;&#039;&#039;Project Squad&#039;&#039;&#039; : ce sont des groupes de projet. Un projet se définit par une date de début, une date de fin, un échéancier, un produit final et un Project Manager. Celui-ci est responsable du projet, du respect des délais et de l’adéquation avec le Projet/Parti Pirate. Le project manager entre en relation avec les Speakers pour faire connaître l’initiative, vérifier son originalité (pas de doublons) et rassembler des ressources humaines.&lt;br /&gt;
*&#039;&#039;&#039;Emergency Squad&#039;&#039;&#039; : ce sont des groupes de travail d’urgence. Lorsqu’une urgence se présente, deux Pirates peuvent solliciter l’installation d’un Emergency Squad. Dans ce genre de Squad, le résultat compte davantage que la procédure . Raison pour laquelle ce type de Squad doit n’apparaître qu’en cas d’urgence.&lt;br /&gt;
&lt;br /&gt;
== Interactions entre Crew et Squad ==&lt;br /&gt;
=== Entre les Crew ===&lt;br /&gt;
Chaque Crew doit désigner en son sein un Speaker. De préférence, une autre personne que celle qui a initié le Crew.&lt;br /&gt;
Le Speaker est le lien avec les autres Crew. Il discute – au travers d’une mailing list, d’un forum de discussion et/ou de rencontres régulières – avec les Speakers des autres Crew. &lt;br /&gt;
Le Speaker rend compte de ses discussions aux membres de son Crew. &lt;br /&gt;
Il n’a pas de voix supplémentaire ou prédominante.&lt;br /&gt;
Ce groupe de Speakers n’a pas vocation à débattre : il assure plutôt la cohésion, la communication et la synergie entre les Crew. &lt;br /&gt;
&lt;br /&gt;
=== Entre les Squad ===&lt;br /&gt;
Pour les Thematic Squad, puisque tous leurs travaux sont visibles par tous les Pirates, il n’y a pas de procédures particulières de communication. Comme dit plus haut, les critères essentiels de validité d’un Thematic Squad est le sourcing et la transparence. &lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Aucune décision/position/produit ne se sera adopté s’il n’est pas clairement et solidement argumenté et si le processus qui a amené à cette prise de position/décision/produit n’est pas visible par tous les Pirates.&#039;&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
Pour les Project Squad, le Project Manager et le groupe des Speaker s’échangent les informations utiles pour la bonne réalisation du projet.  Le Project Manager fait appels aux Speakers pour disposer de ressources utiles au Projet. &lt;br /&gt;
&lt;br /&gt;
L’implémentation des Ermergency Squad, de par leur caractère urgent, ne répond qu’à une obligation de résultats.&lt;br /&gt;
&lt;br /&gt;
=== Entre les Crew et les Squad ===&lt;br /&gt;
Le travail effectué au sein des Squads est répercuté chez les autres Pirates par le biais de son Crew et de son Speaker. Comme dit plus haut, pour intégrer un Squad, il n’y pas d’autres conditions que l’intention et la capacité de participer.&lt;br /&gt;
&lt;br /&gt;
== La Coreteam ==&lt;br /&gt;
&lt;br /&gt;
C’est  un groupe constitué principalement des responsables régionaux du Projet Pirate. Dans chacune des quatre régions du pays, un responsable est identifié. Sa fonction est de coordonner, dans sa région, le développement et l’action des Equipages et des Escouades.&lt;br /&gt;
&lt;br /&gt;
Les Responsables Régionaux coordonnent le mouvement Pirate au niveau fédéral au sein de la Coreteam. Ils peuvent se faire accompagner de qui ils le souhaitent lors des réunions de la Coreteam. &lt;br /&gt;
&lt;br /&gt;
La Coreteam est un organe collégial : les décisions se prennent à l’unanimité ou au consensus. Il ne saurait être question de vote.&lt;br /&gt;
&lt;br /&gt;
=== Responsabilités de la Coreteam ===&lt;br /&gt;
*Communication officielle du Parti&lt;br /&gt;
*Constitution des listes électorales &lt;br /&gt;
*Investiture des candidats aux élections&lt;br /&gt;
*Aspects financiers du Projet, en liaison avec le Black Pearl.&lt;br /&gt;
&lt;br /&gt;
== The Black Pearl ==&lt;br /&gt;
&lt;br /&gt;
Comme le stipule l’article 3 des statuts de l’asbl : &#039;&#039;« L’association a pour but de recueillir et gérer les finances, les financements publics et privés ainsi que les cotisations des membres du Parti Pirate et en supporter les dépenses de fonctionnement et dépenses électorales. L’association apporte son soutien logistique en termes de ressources humaines, matérielles et financières au Parti Pirate. Elle peut accomplir tous les actes de quelque nature que ce soit se rapportant directement ou indirectement à son objet ou visant à le faciliter. »&#039;&#039;&lt;br /&gt;
&lt;br /&gt;
Dans son article 5, les mêmes statuts précisent qui fait partie de l’association : &lt;br /&gt;
*le président, les vice-présidents et le secrétaire général du Parti Pirate de Belgique ;&lt;br /&gt;
*11 personnes désignées pour 4 ans dont les chefs de groupe parlementaire et des membres à voix délibérative du Bureau du Parti Pirate ;&lt;br /&gt;
*1 à 5 personnes choisies par le Bureau du Parti Pirate sur base de leur compétence, notamment dans les matières financières, juridiques, de communications et d’études. »&lt;br /&gt;
&lt;br /&gt;
Les actuels administrateurs sont Marouan El Moussaoui, Nofel Tiani, Paul Bossu, Jonas Degrave et Line Callebaut.&lt;br /&gt;
&lt;br /&gt;
== Moments ==&lt;br /&gt;
Il convient de distinguer les 3 sortes de moments qui peuvent amener les Pirates à se rencontrer :&lt;br /&gt;
&lt;br /&gt;
=== Les PirateBeer ===&lt;br /&gt;
&lt;br /&gt;
Ce sont des réunions informelles dont la finalité est l’accueil et le recrutement des nouveaux membres. &lt;br /&gt;
Les PirateBeer doivent être annoncées et tenues publiquement et régulièrement.&lt;br /&gt;
Ils sont l’occasion, pour un futur nouveau membre, de faire un premier pas vers les Pirates et de se renseigner sur le Projet.&lt;br /&gt;
Ils ont organisés par  les Crews, dont c’est une mission essentielle : les PirateBeer sont un moyen systématique, régulier et convivial d’amener de nouvelles recrues. &lt;br /&gt;
Ces moments doivent être conviviaux : éviter les rassemblements autour d’une grande table (toujours intimidant) et opter plutôt pour les discussions en petits groupes. Chaque petit groupe est animé par un membre du Crew organisateur.&lt;br /&gt;
&lt;br /&gt;
=== Les Working Session ===&lt;br /&gt;
&lt;br /&gt;
Ce sont des réunions formelles, avec ordre du jour et procès-verbal, publiés respectivement la semaine avant et la semaine après celle de la tenue de la réunion.&lt;br /&gt;
Ce procès-verbal doit contenir au minimum les éléments suivants :&lt;br /&gt;
*Date et lieu de la réunion&lt;br /&gt;
*Noms des présents, des absents et des excusés&lt;br /&gt;
*L’approbation du procès-verbal de la réunion précédente&lt;br /&gt;
*Le rapport du Speaker (voir plus bas)&lt;br /&gt;
*Les points abordés lors de la réunion&lt;br /&gt;
*Qui est fait quoi dans quel Squad ? (voir plus bas)&lt;br /&gt;
&lt;br /&gt;
=== Les Team Building Session ===&lt;br /&gt;
&lt;br /&gt;
Ce sont toutes les autres occasions de rencontrer des Pirates (soirée, visite, LAN party, participation à un événement, colloque, beuveries, abordages,…)&lt;br /&gt;
&lt;br /&gt;
Cette typologie est importante car elle évite la confusion des genres lors des rencontres. Elle permet en outre de situer le nouveau membre dans sa démarche d’implication dans le Parti : ça commence par un Meetup, suit une Working Session à l’occasion de laquelle la méthodologie Pirate est expliqué et à l’issue de laquelle le nouveau membre est prêt à rejoindre ou former un Equipage. &lt;br /&gt;
&lt;br /&gt;
== Aspects financiers ==&lt;br /&gt;
&lt;br /&gt;
Les Règles ci-dessous s’appliquent au Parti Pirate de Belgique, ses Equipages, ses Escouades, ses Groupes de travail et toute structure formelle ou informelle qui se présentent comme un élément du Parti Pirate de Belgique.&lt;br /&gt;
&lt;br /&gt;
*Tous les biens mobiliers et immobiliers et tous les fonds doivent être utilisés dans le cadre de la réalisation des objectifs du Parti Pirate, et seulement dans ce cadre.&lt;br /&gt;
*Chaque Pirate peut librement, après une requête auprès de la Coreteam, avoir accès aux rapports financiers du Parti Pirate.&lt;br /&gt;
*Tous les comptes bancaires du Parti Pirate :&lt;br /&gt;
**seront distincts de ceux de ses membres ;&lt;br /&gt;
**doivent requérir au moins deux signatures pour libérer des fonds ou effectuer des paiements ; &lt;br /&gt;
**utilisent les mots « PPBe » (ou « Pirate Party Belgium ») dans son intitulé.&lt;br /&gt;
*Tous les comptes bancaires du Parti Pirate de Belgique, y compris ses Equipages, ses Escouades, ses Groupes de travail et toutes les structures formelles ou informelles qui se présentent comme un élément du Parti Pirate, seront soumis à un audit annuel sur base duquel sera rédigé un rapport financier annuel. Ce rapport sera rendu public à tous les Pirates.&lt;br /&gt;
*Tous les Equipages, les Escouades, les Groupes de travail et toutes structures formelles ou informelles qui se présentent comme un élément du Parti Pirate de Belgique, doivent informer le Trésorier du Parti immédiatement après l’ouverture d’un compte bancaire. Doivent être connus : les informations financières nécessaires (numéros,…) et les noms et contacts des trésoriers responsables. Sur requête de la Coreteam, les relevés de compte doivent être présentés.&lt;br /&gt;
*Tous les Equipages, les Escouades, les Groupes de travail et toutes structures formelles ou informelles qui se présentent comme un élément du Parti Pirate de Belgique prennent acte que les fonds collectés pour le Parti Pirate sont la propriété exclusive du Parti Pirate. A la dissolution d’une structure, celle-ci transfère tous les biens mobiliers et immobiliers et tous les fonds en sa possession au Parti Pirate de Belgique.&lt;br /&gt;
*Le non-respect des règles financières ci-dessus mènent à une exclusion immédiate du Parti et à de possibles poursuites judiciaires.&lt;/div&gt;</summary>

Un règlement ne doit pas tenter de prévoir tous les problèmes possibles. Il doit se contenter de mettre en place une structure claire afin d&#039;encourager l&#039;initiative et la participation.&lt;br /&gt;

Les problèmes éventuels doivent être traités au cas par cas lorqu&#039;ils se présentent effectivement, avec transparence. Tout le monde pouvant être pirate, cette transparence s&#039;applique autant aux membres qu&#039;au monde extérieur.&lt;br /&gt;

Et oui, il y a des règles dans un non-règlement ;-) &lt;br /&gt;

# Restez dans la légalité. Le Parti Pirate est respectueux des lois, même lorsqu&#039;elles sont absurdes.&lt;br /&gt;
# Faites attention à préserver l&#039;image du Parti Pirate.&lt;br /&gt;
# N&#039;utilisez pas l&#039;argent de votre équipage sans l&#039;accord des membres et sans publier publiquement l&#039;utilisation de ces fonds.&lt;br /&gt;

== Rôles ==&lt;br /&gt;
&lt;br /&gt;
Évitez d&#039;assigner trop de rôles. Au Parti Pirate, chacun peut prendre des initiatives et lancer quelque chose sans avoir été désigné responsable de quoi que ce soit. L&#039;équipage s&#039;évertuera à toujours encourager cela.&lt;br /&gt;
&lt;br /&gt;
Les rôles identifiés seront choisis par l&#039;équipage et peuvent être remis en question à tout moment:&lt;br /&gt;
&lt;br /&gt;
1. Capitaine: le capitaine sera en charge de coordonner l&#039;équipage ainsi que de le représenter vis à vis du monde extérieur (médias, grand public). Il n&#039;a aucun pouvoir décisionnel mais a la responsabilité de parler au nom du groupe. Le capitaine possède les mots de passe pour représenter l&#039;équipage sur le web ainsi que la liste des membres et leurs coordonnées.&lt;br /&gt;
&lt;br /&gt;
2. Navigateur: il assure le suivi des réunions et s&#039;assure que le capitaine reste dans la direction souhaitée par l&#039;équipage. Il sert également de backup au capitaine (et possède donc également les mots de passes et coordonnées des membres) ainsi qu&#039;à celui de trésorier (il possède aussi un accès au compte en banque).&lt;br /&gt;
&lt;br /&gt;
3. Trésorier: il gère les sous et publie les entrées et sorties de manière exhaustive. Il possède l&#039;accès au compte en banque.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
L&#039;équipage s&#039;assurera de remettre les postes en question, en vérifiant particulièrement:&lt;br /&gt;
* Que le capitaine ne bloque pas inconsciemment des initiatives qui ne correspondent pas à sa vision.&lt;br /&gt;
* Que le capitaine s&#039;exprime publiquement au nom du groupe et non pas des idées qui lui sont plus personnelles.&lt;br /&gt;
* Que les sous sont dépensés d&#039;une manière qui satisfait le groupe.&lt;br /&gt;

Although I can&#039;t say that what is said here about the FB-group isn&#039;t true, posting this in a welcome seems far from being positive (or constructive) :/ (or maybe the Dutch version just sound harsher than the French one?).&amp;lt;br&amp;gt;&lt;br /&gt;
Since it is a tool that is used, I think it should be there, but maybe under a different title and a different description. I&#039;ll think about what I can do to give a more proper (positive?) description.&amp;lt;br&amp;gt;&lt;br /&gt;

Here people post and share mostly as they please. This can be anything and is not being moderated. Often interesting articles are being shared, questions are being asked, remarks or notifications are being given, an occasional FB-poll... But sometimes, it&#039;s also used to express frustrations which, sadly enough, can cause a snowball-effect of misunderstandings or further frustrations. When this happens it&#039;s recommended to let a reply simmer for an hour or so before posting, wich is, of course, always a good idea when communicating on-line. For a lot of people this group is the first encounter to a more interior side of the pirates. Therefore, it&#039;s always important to realise that the pirates are much more than just this group (some of us don&#039;t even have a Facebook-account and so, are not in this group). To really accomplish things, Facebook just isn&#039;t the right tool, which is the reason why we have other tools available, like loomio, pirate labs and squads.&lt;br /&gt;
